How the required count works
Every country has its own required count: 5% of its population, with a minimum floor of 250,000 people.
That is why countries are ranked by progress toward their required count, not total signatures. A smaller country can lead with fewer signatures if it is closer to its own required count.
Why some countries cannot sign directly

In some regions, the digital environment carries a level of surveillance or retaliation risk that we will not ignore. Where participation cannot be offered with a credible baseline of safety, direct participation in The Wall is disabled.

We will not ask anyone to take a personal risk for the sake of a metric. This is not a judgment on the people of those countries. It is a protection measure. The Wall was built to protect human agency, not expose it. We will always choose a lower count over compromising even one person's digital safety.
